THOSE PRESENT: TOWN COUNCIL: JOHN H. MILLER, MAYOR; ROBERT ANDREWS, JOHN BRADY, AGNES JOINES, LOIS SHEETS, AND MIKE PARLIER, COUNCILMEMBERS; AND BRYAN EDWARDS, TOWN MANAGER.

Mayor John Miller called the meeting to order and welcomed the members of the Board of commissioners. Chairman Eldon Edwards declared the meeting open for the Board of Commissioners.
Mayor Miller welcomed everyone to the meeting and commented that he felt the quarterly meetings between the county and town were very beneficial, as we were working together on so many projects for the common good for the county and town.
At this time, Mayor Miller recognized Mr. Ralph Castillo, newly appointed CEO of Alleghany Memorial Hospital. Mr. Castillo thanked the members of the town council and board of commissioners for the opportunity to speak. He gave an update on the hospital’s application and acceptance as designation of critical access. This designation should be financially beneficial to the hospital over time. Mr. Castillo expressed his appreciation for the support of the two boards.
Mayor Miller then asked for an
update on the Virginia/Carolina Water Authority. Town Manager
The next item of business included
comments about the DOT Transportation Improvement Plan. After some discussion regarding the status of
the Sparta Western Loop, Project R-4060, it was the consensus of the two boards
that a letter is prepared to address the support of the Council and Board of
Commissioners to keep this project on tract.
In other business, Mayor Miller asked for comments from any member of the Council or Commission.
Commissioner Warren Taylor inquired
about the use of county-owned property adjacent to the
Commissioner Ken Richardson
commented about the Alleghany County Library and that fund raising was currently underway to finance the second payment on the
property adjacent to the present library.
The property is being purchased for the purpose of providing an expanded
site for the future construction of a new library. Commissioner Richardson also commented on the

There being no further business, Mayor Miller asked for a motion to adjourn the meeting; Robert Andrews made the motion, second by Lois Sheets; motion was passed 4 - 0. For the County; Commission Richardson made the motion to adjourn, second by Commissioner Taylor. Motion passed 4 – 0.
