The Alleghany County Board of Commissioners met in special session on Monday, October 24, 2005, at 10:00am in the Conference Room of the County Office Building, 90 South Main Street, Sparta, North Carolina.  The purpose of this meeting is to discuss scheduling a public hearing concerning the High Impact Land Use / Polluting Industries Ordinance.


            Present:  Chair Eldon Edwards, Vice-Chair Warren Taylor, Commissioner Graylen Blevins, Commissioner Sandy Carter Herndon, Commissioner Ken Richardson, County Attorney Donna Shumate, County Manager Don Adams, and Clerk to the Board Karen Evans. 


Chair Eldon Edwards called the meeting to order and explained the purpose of the meeting.


            County Manager Don Adams talked about receiving the High Impact Land Uses / Polluting Industries ordinance certified by the Planning Board.  He stated that the Planning Board changes will be made and a final version would be available by the end of this week.


            The Board of Commissioners discussed dates and times for the public hearing. 


            Commissioner Warren Taylor made a motion to hold a public hearing to consider the High Impact Land Uses / Polluting Industries ordinance on November 8 at 6:30pm at Sparta School Auditorium.  Commissioner Sandy Carter Herndon seconded the motion. 


            The Board of Commissioners talked about scheduling a special meeting following the public hearing for the Board to discuss the ordinance.


            The Board voted on the motion on the floor.  Vote 5:0.


            Commissioner Ken Richardson reminded everyone that the Division of Air Quality is holding their public hearing on November 21 at 6:00pm at the Sparta School auditorium.


            Commissioner Ken Richardson thanked everyone for their participation in the Planning Board activities.  Chair Eldon Edwards agreed. 


            Being no further business, Commissioner Warren Taylor made a motion to adjourn at 10:08am.  Chair Eldon Edwards seconded the motion.  Vote 5:0.
