The
Alleghany County Board of Commissioners met in special session on Monday,
October 10, 2006, at 7:40pm in the Conference Room of the County Office
Building, 90 South Main, Sparta, North Carolina.
Present: Chair Eldon Edwards, Vice-Chair Warren Taylor,
Commissioner Graylen Blevins, Commissioner Sandy Carter Herndon, Commissioner Ken Richardson, County Attorney Donna Shumate, County Manager Don
Adams, and Clerk to
the Board Karen Evans.
Chair
Eldon Edwards called the meeting to order.
Commissioner Warren
Taylor made a motion to approve the agenda for this October 10, 2006, meeting. Commissioner
Graylen Blevins seconded the motion. Vote 5:0.

County Manager Don
Adams talked to the
Board about the housing grant that was mentioned last month. He stated that the $200,000 grant is due Friday. He explained the grant cycle and how it
corresponds to the CDBG housing grant and the Urgent Repair Grant. He further explained how he had contacted
different organizations for assistance with this program. He stated that he had been approached by the Boone
Housing Authority to do this for Alleghany County, but this afternoon he was notified that they are no longer
interested. He talked about working with
New River Community Partners and High Country Council of Governments to submit
these grants. He further talked about
people involved with this project should have housing grant work experience.
Commissioner Graylen Blevins made a
motion to approve partnering with New River Community Partners and/or High
Country Council of Governments to submit both of these grants with the
understanding that up to 25% of $200,000 could be split between those groups,
as well as the hard costs associated with the $75,000. Commissioner Warren Taylor seconded the
motion. Vote 5:0.
County Manager Don
Adams stated that
he does not have a new version of the Mental Health Interlocal Agreement.
Commissioner Ken Richardson stated
that he has Draft #6. He talked about it
doesn’t have any new changes since the changes discussed at the October 2nd
meeting. He stated that if the final
document has major changes, he will bring them back to the Commissioners.
County Attorney Donna
Shumate talked about
two blanks on the Agreement will need to be filled in.
Commissioner Ken Richardson agreed
and stated that they talked about that earlier today. He talked about appropriate levels for the
fund balance.
County Manager Don
Adams informed the
Board that the courthouse move date is November 15. He explained that the substantial completion
date has been moved from September 16 to October 17 due to change orders and
additional work required.
County Manager Don
Adams talked about
parking issues at the County Office Building since Brown’s Restaurant has opened. He stated that he has spoken to Bryan Edwards, Richard Doughton and Doug Brown about the issue. He reminded the Board that the Transportation
Department will be moving to the County Office Building around the first of the year.
Commissioner Sandy Carter Herndon talked about leaving the situation alone until
Transportation moves.
County Manager Don
Adams stated that
he has asked Larry Davis to price fencing and gates for the parking lot. He explained how the parking was going to
work when Transportation moves.
Commissioner Warren Taylor stated
that he thinks we should try to control the parking with signage first.
County Manager Don
Adams stated that
he will try the signage. He talked about
when Transportation moves to the building.
Commissioner Sandy Carter Herndon stated to go ahead and get prices in case the
signage doesn’t work.
County Manager Don Adams talked about the Town is already getting complaints and
fencing will make that issue worse.
Commissioner Graylen Blevins,
Commissioner Ken Richardson and County Manager Don Adams talked about the Town’s zoning ordinance and business
districts.
Being no further business, Commissioner
Warren Taylor made a motion to adjourn at 8:05pm. Commissioner Graylen Blevins seconded the
motion. Vote 5:0.
