The Alleghany County Board of Commissioners rescheduled the meeting on July 7, 2003, to July 14, 2003.

 

The Alleghany County Board of Commissioners met in regular session on Monday, July 14, 2003, at 6:30pm in the Conference Room of the County Office Building, 90 South Main Street, Sparta, North Carolina. 

 

Present:  Vice-Chair Warren Taylor, Commissioner Graylen Blevins, Commissioner Sandy Carter, Commissioner Patrick Woodie, County Manager Don Adams, and Clerk to the Board Karen Evans.  Chair Eldon Edwards and County Attorney Ed Woltz were absent.

 

Vice-Chair Warren Taylor called the meeting to order and opened with a prayer.

 

Commissioner Patrick Woodie made a motion to approve the agenda for this July 14, 2003, meeting. Commissioner Graylen Blevins seconded the motion.  Vote 4:0.

Commissioner Sandy Carter made a motion to approve the minutes for the June 4, 11, 13, 16 and 25, 2003 meetings.  Commissioner Graylen Blevins seconded the motion.  Vote 4:0.

 

            Cliff Phillips gave the Board an update on the Senior Tar Heel Legislative meeting and discussed actions accomplished by the STHL plus their legislative priorities.

 

            The Board of Commissioners stated their appreciation for Cliff and his wife Bobbie for their efforts concerning Alleghany County.

 

            County Manager Don Adams stated that the people that were coming to tonight’s meeting to discuss the Olde Beau subdivision have not been in contact with Jack Conaway, and they won’t be here tonight.

 

            County Manager Don Adams presented a list of nominees to serve on the Scattered Site Advisory Committee; Don Adams, Sandy Ashley, Ellen Wright, Randy Blankenship, Janis Fender, Rita Miller, John Brady, Barry Irwin, Carmen Long, Jack Conaway, Betty Bledsoe/Jim Absher.  He explained the purpose of the committee.  He asked the Board if a Commissioner would like to serve on this committee.

 

            Commissioner Graylen Blevins volunteered to serve on this Committee.

 

            Commissioner Patrick Woodie made a motion to appoint the following people to serve on the Scattered Site Advisory Committee; Don Adams, Sandy Ashley, Ellen Wright, Randy Blankenship, Janis Fender, Rita Miller, John Brady, Barry Irwin, Carmen Long, Jack Conaway, Betty Bledsoe/Jim Absher and Graylen Blevins.  Commissioner Sandy Carter seconded the motion. Vote 4:0.

 

            County Manager Don Adams presented a letter from High Country Council of Governments requesting that Barbara Conrad be reappointed to serve an additional three-year term on the Alleghany County Joint Community Advisory Committee.

 

            Commissioner Sandy Carter made a motion to reappoint Barbara Conrad to serve an additional three-year term on the Alleghany County Joint Community Advisory Committee.  Commissioner Graylen Blevins seconded the motion.  Vote 4:0.

 

            County Manager Don Adams explained to the Board that during last fiscal year he had to complete an interfund transfer.  He further explained that he moved $10,547 from the Tax Office to the Ambulance Service.  He stated that the additional monies were needed to cover salaries.  He explained that there was a shortage in part-time and over-time due to people taking vacation and sick leave and out on workers comp.  He talked about splitting payroll and number of days in each fiscal year will vary according to how many days fall into each fiscal year.  He gave examples of FY02/03; which had 261 working days in it rather than the budgeted 260.  He stated that is another reason that the Ambulance Service needed more money.  He reminded the Board that the budget ordinance gives him this authority as long as it is reported at the next meeting.

 

            Commissioner Patrick Woodie invited everyone to attend the open house at the Blue Ridge BDC on July 21, 22 and 24.  He reviewed the open house events.

 

            Commissioner Graylen Blevins stated that he had received a complaint about the number of county vehicles parking at the Courthouse making it harder for the elderly to get into the building.

 

            County Manager Don Adams stated that he would investigate this complaint and see how the situation could be fixed.

 

            Commissioner Sandy Carter asked if the five agencies had turned in their detailed budgets that were discussed during the budget meetings.

 

            County Manager Don Adams stated that he would contact the people again tomorrow.

 

            Commissioner Sandy Carter stated that the Sheriff received a good report on the jail.

 

Vice-Chair Warren Taylor asked for public comments.  None were received.

 

Being no further business, Commissioner Patrick Woodie made a motion to adjourn the meeting at 6:55pm.  Commissioner Sandy Carter seconded the motion.  Vote 4:0.
