The Alleghany County Board of Commissioners reconvened the recessed budget meeting from Monday, June 6, 2005, on Tuesday, June 7, 2005, at 6:08pm in the Cyberatorium, Alleghany High School, 404 Trojan Avenue, Sparta, NC.

 

            Present:  County—Chair Eldon Edwards, Vice-Chair Warren Taylor, Commissioner Sandy Carter Herndon, Commissioner Ken Richardson, County Manager Don Adams and Clerk to the Board Karen Evans; Board of Education members Chair Charles Joines, Faron Atwood, Clarence Crouse, Betsy Dillon, Joel Souther and Superintendent Duane Davis.  Commissioner Graylen Blevins was present but arrived late. 

 

Chair Eldon Edwards reconvened the recessed meeting at 6:08pm.

 

Charles Joines called their meeting to order at 6:09pm and asked for a moment of silence.

 

Commissioner Graylen Blevins arrived at 6:10pm.

 

Chair Eldon Edwards turned the meeting over to the Board of Education for their budget presentation.

 

Duane Davis recalled highlights of his career in relation to the Board of Commissioners.  He reviewed the format for this meeting.

 

A video presentation was shown regarding the Board of Education’s fiscal year 2005-2006 budget requests including current expense and capital outlay concerns.  

 

Chair Eldon Edwards called for a brief recess at 7:25pm.

 

Chair Eldon Edwards stated that he appreciated this type of presentation, and he would like to see a list of the refrigeration equipment that was mentioned in the video.

 

Commissioner Ken Richardson stated that he doesn’t have any problems with anything presented tonight.  He talked about the Board of Commissioners decides how much money to give the Board of Education with the Board of Education deciding where to spend the money.  He mentioned that he was disappointed that there was no mention of helping the bus drivers.

 

Karen Leys, Finance Officer with the Board of Education, explained that there is a recurring expense of almost a $1 per hour local supplement for the bus drivers.

 

Commissioner Ken Richardson, Commissioner Warren Taylor, Commissioner Sandy Carter Herndon and Karen Leys talked about the local supplement for the drivers, how the drivers are paid through the State and increases in the hourly rate according to whatever their State passes in the budget.

 

Chair Eldon Edwards talked about the Commissioners allocate an amount of money to go to the schools and the Board of Education allocates the money however they think is necessary.  He further talked about taking the requests and considering them in the budget process.

 

Charles Joines stated that the purpose of having several people speak in the video is to show the Commissioners where the money is going and the needs that are there.

 

Commissioner Graylen Blevins stated his appreciation for the preparation that went into this meeting.

 

Commissioner Warren Taylor and Judd Starling discussed the masonry class doing some of the work on the walkway to the Cyber campus, issues regarding the walkway, students not being able to work on public building, the fire alarm systems at the high school and bleachers not included in the capital request.

 

The Board of Commissioners and school personnel discussed where the proposed additional personnel will have classrooms.

 

Commissioner Warren Taylor stated that the Commissioners will look at the request and will try to find all of the money possible for education.

 

Charles Joines stated his appreciation to the Board of Commissioners for their consideration.

 

Chair Eldon Edwards talked about the Commissioners will do their best to meet the needs of the schools.

 

Betsy Dillon talked about the months of work that went into this budget, and there is nothing extra in the budget.

 

Commissioner Ken Richardson talked about supporting everything presented tonight, needing extra lighting during this type of presentation, Commissioners are extremely concerned about education, and the State could take away ADM money.

 

Chair Eldon Edwards talked about the State putting everyone in a hard place, two years before seeing any money from the lottery, lottery money won’t pay for prior debt for building schools and the need to talk to representatives on this matter.

 

Clarence Crouse talked about the unfunded mandates that everyone is faced with, knowledge is the key to success, the continuation of the good working relationship between the Boards and thankful for the Commissioners’ high priority on education.

 

Commissioner Ken Richardson made a motion to recess this meeting at 8:20pm until Wednesday, June 8 at 9:00am.  Commissioner Warren Taylor seconded the motion.  Vote 5:0.

 

            Charles Joines declared their meeting adjourned at 8:20pm.
