The Alleghany County Board of Commissioners will hold a special called meeting on Tuesday, March 20th, 2018, beginning at 1 p.m. in the Commissioner’s conference room at the County Administration Building (348 S Main Street) in Sparta, NC. The purpose of this meeting is for the Board of Commissioners to discuss current county debt and capital planning for future needs.

NOTICE OF SALE OF PROPERTY BY NEGOTIATED OFFER, ADVERTISEMENT AND UPSET BID

February 19, 2018

PLEASE TAKE NOTICE that the County of Alleghany (hereinafter the “County”) has received an offer for the purchase of certain real property owned by the County as described herein below and proposes to sell the same pursuant to the provisions of G.S. §160A-269. Said property is situated in Gap Civil Township, Alleghany County, North Carolina, and is more particularly described as follows:

BEING a portion of the following tract:

 

 

containing 1.78 acres, described as Tax Parcel Number 3070560968

The above described property was acquired by the County of Alleghany under a General Warranty Deed dated January 21, 1991, and recorded at Deed Book 150, Page 646, Alleghany County Register of Deeds.

The County has received an offer of THIRTY-TWO THOUSAND FIVE HUNDRED AND 00/100’s ($32,500.00) DOLLARS.  A deposit of 5% (FIVE PERCENT) has been received along with said offer. Within ten (10) days of the date hereunder any person may raise said offer by filing an upset bid in writing, stating the amount of the new offer and the name and address of the offeror. The upset bid shall be in an amount no less than THIRTY-FOUR THOUSAND TWO HUNDRED TWENTY-FIVE AND 00/100’s ($34,225.00) DOLLARS, plus the cumulative costs of publication for this Notice and the recording costs for the a Deed from the County to the buyer. Upset bids shall be delivered to Michael James, County Manager, Post Office Box 366, Sparta, NC 28675 (Physical Address:  348 South Main Street, LL80, Sparta, NC 28675), no later than 5:00 P.M. on March 2, 2018, and shall be accompanied by a deposit in the amount of FIVE (5%) PERCENT of the new offer in cash, or by certified or personal check made payable to Alleghany County.  Upset bids, if mailed, must be received in the office of the County Manager on or before the above stated date. In the event more than one upset bid is filed, the first upset bid received shall govern and all subsequent upset bids received shall be returned to their respective bidders. Upon receipt of an upset bid in compliance with the foregoing provisions, the property will be advertised again for additional upset bids, under the same procedure as set forth above, which procedure shall continue until no further upset bid has been received.

Upon the completion of all required upset bid periods the final offer received will be presented to the Alleghany County Board of Commissioners, which may accept the offer or reject the same. In the event the offer is rejected, the County may elect to sell the property again under the above stated procedure or under any other lawful procedure as permitted by Article 12, Chapter 160A, North Carolina General Statutes. In the event the offer is accepted, closing on the same must take place within thirty (30) days of said acceptance.

County Seeking Citizens to Serve on Courthouse Advisory Committee

Sparta, NC – Alleghany County today announced the formation of an advisory committee to assist with the upcoming decision about whether or not to expand the county courthouse.

“If we are going to spend several million dollars on a courthouse expansion or a new courthouse, we want to make sure we have explored all possible avenues and scenarios.  It is important to have citizens as part of this committee in addition to county government personnel,” stated Mark Evans, County Commission Chair.  “We want to make sure this decision is made properly and in an organized and informed manner.”

The committee will be comprised of 8 to 10 individuals including 1 or 2 County Commissioners, representatives of other County agencies as well as up to 4 citizen members.  The four potential outcomes to be studied include the proposed expansion presented in November of 2017, renovating a different building, constructing a new courthouse or continuing to utilize current court facilities.

“Any citizen interested in serving on this committee should use the Courthouse comments box on the county website or send a letter (PO Box 366, Sparta, NC 28675) or email (manageralc@skybest.com) to my office.  Please write a few sentences detailing why you would like to serve on the committee,” stated Michael James, County Manager.

“We anticipate the committee will meet 1 to 2 times per month over the course of 6 months or so.  In order to accommodate everyone’s schedule, many of these meetings will need to occur during regular business hours.  Please keep this in mind if you are interested in serving on the committee.”

The application period extends from February 20th to March 9th.  At the March 19th County Commission meeting, the Commissioners will appoint the citizen committee members.  The committee is expected to hold its first meeting shortly thereafter.

Said property is situated in Gap Civil Township, Alleghany County, North Carolina, and is more particularly described as follows:

BEING all that certain tract of land containing 100.725 acres, more or less, as shown on the plat thereof entitled as “Property To Be Conveyed To The Conservation Fund – Toy Beamer Estate Tract”, prepared by Andrews & Hobson Surveyors, Drawing No. 6732, dated December 08, 2016, and recorded in Plat Book 11, at Page 60 of the Alleghany County Registry, to which said plat and record thereof reference is hereby made for a more complete and detailed description.

The above described property was acquired by the County of Alleghany under a Quitclaim Deed dated July 13, 2017, and recorded at Book 387, Page 243, Alleghany County Register of Deeds.

The County has received an offer of THREE HUNDRED TWENTY-FIVE THOUSAND AND 00/100’s ($325,000.00) DOLLARS.  A deposit of 5% (FIVE PERCENT) has been received along with said offer. Brunch Bill Public Hearing

The Alleghany County Board of Commissioners will hold a Public Hearing on Monday, January 8th, 2018 at 6:30pm in the Administrative Building at 348 S Main Street. The public hearing is for a proposed Ordinance to Allow the Sale of Alcoholic Beverages before Noon on Sundays at Licensed Premises. On June 29, 2017, the North Carolina General Assembly enacted Senate Bill 155, entitled “An Act to Make Various Changes to the Alcoholic Beverage Control Commission Laws. The proposed ordinance is available for public inspection at the Alleghany County website, alleghanycounty-nc.gov and in the Alleghany County Managers Office, 348 S Main Street LL80 Sparta, NC 28675.

Notice of Public Hearing

The Alleghany County Board of Commissioners will hold a public hearing on Monday, November 6, 2017, at 6:30pm in the County Administration Building, 348 South Main Street, Sparta, North Carolina.  The purpose of the hearing is to discuss possible economic incentives to be provided for Glade Creek Animal Hospital in the amount of $3,000.00.  ­Further details can be obtained from the Alleghany County Manager’s Office, 348 South Main Street, Sparta, North Carolina or call (336) 372-4179.  The public is invited to attend.

NOTICE OF PUBLIC HEARING

The Alleghany County Board of Commissioners will hold a public hearing to name a private road in the Whitehead Township and a private road in the Piney Creek Township. Road name petitions have been submitted to name said roads Farmview Drive and Walnut Lane. The Public Hearing will be held in the Commissioners Meeting Room on the lower level of the Administration Building located at 348 South Main Street, Sparta, North Carolina, on November 6, 2017 at 6:30 p.m. The purpose of the hearing is to provide notice pursuant to NCGS 153A-239.1 of naming a road.
